The Windsor Framework - Key Takeaways for Shipping with CitySprint

The introduction of The Windsor Framework will affect shipping between UK and Northern Ireland from 1st May 2025; familiarise yourself with the changes in our latest blog.

From 01 May 2025, new customs and regulatory requirements will be implemented for packages sent between the UK and Northern Ireland, with the aim to streamline cross-border trade and improve the overall shipping experience.

We recommend that you familiarise yourself with the full requirements as soon as possible - you can do so here - but we have pulled out two key factors for you below.

Deliveries to consumers e.g. residential

Consumer goods will not require a full customs declaration, however a full description of each item, the commodity code and the total value and weight of the consignment should be provided. When booking shipments to NI with CitySprint, please complete this form and send to niforms@citysprint.co.uk upon booking - this is an interim process whilst we update our system to manage this for you. Please ensure that you tick the residential flag when sending consumer goods through our online platform.

Deliveries to businesses

Business-to-business goods are split into two categories: those "at risk" from being transported into the EU, and those that are not. 

For goods to be considered not at risk, the receiving company or the sending company must be registered and authorised under the UK Internal Market Scheme (UKIMS). It's recommended that you apply for authorisation for UKIMS if you ship goods into Northern Ireland. Once registered, you can use the new "green lane" process for goods considered not at risk  see guidance here. You will be required to supply the UKIMS number and its associated EORI number, item-level descriptions and values, country of origin and weight.

If the goods are "at risk" of being transferred to the EU, you will need to complete a full commercial invoice as the goods will need to go through a customs clearance process where duties and taxes may apply. This will include the commodity code, sender and receiver EORI numbers, country of origin, and item values.
